About Our Organization


Our primary focus is supporting individuals who have developmental disabilities, mental illness, or traumatic brain injury. Our mission is to help our clients reach their full potential given their personal challenges. We are committed to improving the quality of life for individuals with developmental or physical disabilities by alleviating barriers to their independence & striving to help them reach their full potential.


Senate Bill (SB) 40 was passed by the Missouri General Assembly in 1969. It authorizes a county’s voters to approve a levy to establish a political entity to provide services to persons with developmental disabilities. Voters in Moniteau County approved such a levy in 2000. The Board consists of 9 community members who volunteer their time to oversee the programs. At the time the levy was passed, the Board voted to contract with another agency to provide the services in Moniteau County. In 2008, the contract ended and the Board hired an Executive Director to oversee the programming for the county. The Board currently operates an 11 bed group home, a transportation program, and an activity center.

  • OUR MISSION

    To provide person-centered services to individuals with developmental disabilities who reside in Moniteau County so that they may achieve the highest quality of life through encouraging community interactions, self-determinations, and advocating for individual choice to ensure the health, safety, and desires of those served by partnering with individuals, families, governmental agencies, and communities.

  • OUR ROLE

    We take our role as primary caregiver very seriously. We coordinate with Parents, Guardians, Support Coordinators and Public Fiduciaries, Schools and Behaviorists (team members) to assist our clients to build skills in all areas; including community integration, socialization, personal development, etc.

    We serve people with multiple disabilities. We understand that the combinations of intellectual disability, mental illness and traumatic brain injury require specialized care. We subscribe to a philosophy which offers safe, personalized and quality care; fosters resident independence and individuality; allows residents’ choice of care and lifestyle; protects residents’ rights to privacy; nurtures the spirit of residents with dignity and respect; and involves family, friends and the community.

    Our services support the individual’s choices and preferences in order to maintain their dignity and independence. We assist residents in a spirit of concern for their welfare, gaining satisfaction and a sense of pride for the value that we add to their lives. Our promise to our residents and their families is to treat your loved one as though they are an extension of our own families, providing kind, compassionate care regardless of what care level is needed. We have both the people and the training in place to ensure that clients with multiple disabilities get the care they need, require and deserve.

In 2009, Tina started with Moniteau County SB40 as the office manager, helping the board start services in the county.

Deerbrook Facility Supervisor

She has been employed with the Moniteau County SB40 Board since 2018 as a Direct Support Professional.

Cherry Wineland

Office Manager

Cherry began her career with the Moniteau County SB40 Board in November of 2021 as the Office Manager.

Deerbrook Medical Supervisor

She has been employed with the Moniteau County SB 40 Board since 2012.

Jay

 Fortner

Community Program Specialist

Jay oversees the transportation department and takes individuals served out into the community to become more involved in their community.

Amanda Carlyle

Day Program Manager/Benefits Specialist

She has worked at the MCSB40 since 2011 in various capacities

Residential Program Manager

As the Program Manager, Andrea ensures that the individuals residing in Deerbrook II group home have the best possible care, welfare, safety, and security.
